The while point is its a transaction if he doesn't get item he gets money back.
Also why not say beforehand instead of surprise.
I sent him email yesterday afternoon regarding payment.
Then he sends 10 dollars saying verify the amount.

Not that difficult. I have done that every purchase I have made on here. When sending $100 or more dollars I like to confirm the intended individual receives payment. Not sure of the difficulty with that. Ready to pay.
