Weird cyano in high flow areas and fuge

I’m dealing with cyano and having a hard time figuring out why. Tank is 7 mo old. It’s only occurring in high flow areas (on top of my rocks, getting a fuzzy looking texture) and took over and killed a birdsnest that was situated pretty close to the power head. None on the sand or dead areas. Sand bed is actually very clean. It’s also in my fuge, will cover the cheato if I don’t manually turn it each day and in the baffles. NO3 is around 15-20 and PO4 is 0.07. I dose phyto every other day and have been using waste away. Any ideas?

Cyano can be weird as to when it pops up. I would just use chemiclean and see if it comes back.
