Agreed. Most likely Dinos, could be Cyanobacteria but it’s not very red. Good luck and read up on how to defeat dinos. They can be tough for some and East for others.

Yeah he refuses to admit that water changes will help him he has an all in one that he didnt let cycle fully. It's not even 8 months old filled with coral and fish.

Looks like it could be a toxic dino too by how unhappy the tank looks.... It will kill the coral and cuc if ignored if that's the case.
