A Gyre pump your budget can get along with? YES, PLEASE.

I'm sure either way, the duncan or the shrimp and goby will adapt pretty easily. I'd likely be in the same boat as you for keeping the goby pair stress free and moving the Duncan. I also like that gyre flow across the top of the tank with undertow versus a cyclone style flow.

After possibly killing the duncan (god I hope not!) by moving rocks and him around to try and protect it from the flow better, I learned that gyre flow is not the back and forth flow but the circular flow in general lol. It was when the pump would pull water back that it would cave in the shrimp's home. So this morning i put the pump back over where it was above the shrimp hole, adjusted the propeller setup on that side (something else I learned late last night lol) and put it on pulse mode. We will see when I get home how it worked.
 

Freshwater filter only or is it? Have you ever used an HOB filter on a saltwater tank?
