I can never bee 100% sure unless I see it under the scope but yes that is a genus of cyanobacteria

I dont see any bubbles in the algae. Looks like Cyano to me, and it can be brownish in color. Should be easy enough o just wave it off the rock.

It's a long road but it can def be beat it's just way too much to deal with coming back

There's a huge thread on reef2reef with people talking about there battles with it etc check it out

What about the fact that you could get it again, from any frag or any creature ?

Unfortunately i had the same problem a few years ago and the solution was starting fresh, i have tried gfo, resins, turn off the light for several days noting worked... But i started smarter i think, bare bottom no substrate, a refugium whit macro algae, my aquarium cicle for 6 months where i test first the water movement and light, until this day no more cyanno or dino´s. It is hart braking start from scratch but tink about the cost and time that you will spend to deal whit this problem, that is just mi opinion.
But you can also search for Hydrogen peroxide treatment...
