Duetto 2 help

what the heck-i just purchased a duetto 2 ato

Installed as it said to do, plug it in and all i get is a spinning blue light. If i lower the sensor to water the light turns solid blue. The pump is not turning on.

Any ideas

I sent it back-got another coming tomorrow
