Hair and cyano algae

Hi dears , my tank is around 200ltr , and aged around 3 years , and for a long time I have been suffering from Cyano
and hair algae , probably due to lack of stability on no3 and po4 so when I do weekly water changes they come down for a rate of 0 , So I decided to use Brightwell NeoNitro Brightwell to increase the nitrate to 10 units. Before my first dose my no3 was 1.3 and po4 was 0.1(checking by hana tester)after the first dose (24h) it rose to 0.20 and no3 1.9,. So this substance only works on nitrate or po4 as well?why was the phosphate content higher than nitrate?
Thanks for your suggestion or feedback maybe I can find a solution here I can remove the algae in my tank

If water changes are causing an issue why not do bi-weekly or monthly?
