I duno about in the US but I did some research into this a while ago. Here in aus it's illegal to collect from seagrass beds. Some types of seagrass are endangered and because growth can be so painfully slow, there's a complete ban on collecting, selling, buying and trading most (if not, all) species.

Or not. It doesn't seem like i can get a definite answer. Probably gonna give a call to the Florida Department of Environmental Protection and get some information.
