I am pretty sure that the sump should hold 11 gallons total. 11 gallons is not the amount to the top, it is the amount to where it should be

Fill er up. Your skimmer has to be atleast 7-8 inches submerged so you see where u need to be. My water level is abot an 1” under sock holder

Heres the water level now. I still have 5 more gallons. Keep filling? When should I stop and what should I do after?

The return pump section does not have water in it yet. Does the water have to fill up to the top in the middle sponge chamber and then flow over that to get to the return pump chamber?

Looks like you still need to add water, it will flow over the black sponge you mentioned. When your getting close to the amount of water you will see the white ball valve raise up.
