I would say the safest is probably a fire shrimp as they mainly live in caves, but any cleaner shrimp can't get a little irritating to lps. Peppermint are the worst of the regularly kept cleaner shrimp for that though IMOI love having a shrimp in my tank so regular cleaner shrimp mess with lps?
Short answer yes. If they dont actively attack the corals they will when/if you feed the coral. LPS become "vending" machines for most of the shrimp we keep. I've had plenty of peppermint shrimp, cleaners, fire, etc... and never seen any in my torch garden. The wave movement of the tentacles would not make it an appealing stop for a snackFlows not too high
