Do you quarantine your fish?
How do you oxygenate the water? How is the flow in the tank?
It sounds like disease or low oxygen stress to me, but I'm just guessing. #fishmedics will be able to help more
...territory issue's.
Also it is unusual to add fish to QT in a staggered way like that, you should finish QT one fish before adding another, or you can contaminate the fish in your QT like that.
This is just general QT comments, #fishmedics can provide more help as to what is happening to...
...and metro and it didn’t seem to make any difference, which is why I’m thinking it’s viral.
I agree on the peroxide dosing, that is going on in my DT, this guys is in my QT. I can take a longer video, but it just sits here and won’t move.
Here is a side video.

...tangs through copper to treat velvet and my purple did not look like this when finished. That said I kept them in a stock tank while the DT ran fallow. I also kept them in copper power for 30 days.

Can you post some pics of the fish please, so the fish doctors can see what kind of disease?
#fishmedics will tell you how to set up a hospital tank and what to do next.

But honestly you should have known better than to add a tang into a 16 gallon that already had 5 fish. Even a 45 gallon is way too small. Its very cruel to continue keeping that tang in a 16 gallon, it should be returned to the store.

...no other benefit whatsoever. In fact it can stress fish out.
EDIT. Just to be sure would welcome expert comment Im not an expert. #fishmedics is there any benefit to freshwater dip fish?
Corals hate any kind of change of parameters, freshwater dip means change of salinity, ph, alk...
More information will be needed to help.. Tank parameters... other tank mates, and typically a 30 sec video under white lights to help diagnose.
