my question is though will the bacteria off indo ocean live rock be enough bacteria so i don't get ammonia spikes
If it came out of a tank with fish in it, and there is enough pounds, probably.

If it shipped and had die off, there will be ammonia, or if there is only a few pounds, you might want to cycle it.

Or if you are adding bacteria, or if you are watching ammonia and doing water changes. Lots of variables. I like to see that a tank is cycled, and that it's big enough for the fish I want for their lifetime.
