I have a 29 gallon biocube if it was my previous reef tank. I understand seahorses and pipefish prefer cooler temp and I can maintain 77 or 76 in my bio cube. Does this tank suitable for either pipefish or seahorses?

Sure if you can maintain that temp for sea horses. There are pipe fish that should not have an issue as long as they eat prepared foods and there is no other competition for food or aggressive fish.
