I am building a 30g sump. My reef octopus skimmer suggests being in 7 to 9 inches water and I have made mine to be at 8. Question is the divider between the skimmer and refuge should be how high?

Hey welcome to the club! I wouldn't make your water dependant on your skimmers needs. The skimmer can be raised with a stand. As for baffles I like each of my baffles to step down about 1/4 or 1/2" so each section gets a small waterfall effect.

I was thinking of making the first baffle after the skimmer At 9" and then the baffle after the refuge at 8". Then if I need to I can raise skimmer. Easier to go up then down

That would be fine. But you might get a slight waterfall sound stepping down a whole inch
