36 watt PC wiring??

Picked these up from a guy who had a bio cube. The ballast are brand new and so are the bulbs. But I cant seem to get them to light. I tried grounding already. Any help would be awesome.

Works for me. it is Fulham.com , wiring diagrams, workhorse ballasts. Enter your 4 pin flat configuration then 1x36 watts and the standard 120 volts and it pops right up.

Any idea what the extra wires are for?
