Most people recommand at least 6 feet long tank for hippo tang. I wonder if they could live in a 36X36 lagoon tank? I suppose they could utilize the tank's width for swimming if the aquascape is open, so the total swimable length will be 9 feet long for the tang.

Not to get all tang police about tank size, but those dimensions wont be suitable long term. A longer tank would be required, min. 6 ft in my opinion. I see what you trying to say with your dimensions, but the swimmable length is really 3' not 9'. Maybe if its small you can get away with it temporarily but you will have to rehome eventually.

I bought my blue hippo and had him in a 6' and moved him to a 10' long tank this year. He is constantly darting around the tank and through the rocks. When you see them in a longer tank you can really see why people recommend long tanks for them. He can go from one end of the tank to another in a split second and does it constantly
