50 Gallon Rescue

Hi Reefers, so I might be buying/rescuing a 50 gallon tank tomorrow that has been seriously neglected. It has currently 2 clowns and 1 chromis. My plan is…… and here is wayyy welcomed your advice, to take the tank apart, thorowly clean with vinegar hard rinse and let dry to start running in about a week. I want to move everything from my young cycled 28jbj, sand rock and water and top of with fresh RO salt water. The existing rock is another matter altogether since I want to bleach, clean, rinse, dry and later (about a month) add to the tank, since it would have no organics anymore should not create a small cycle right?

Here is another issue, I have 2 small clowns in my JBJ, would putting all 5 fish in the small 28 create aggressions or put any of the live stock at risk?
