Both Anemonies are BTAs. Both have been in the DT for about 3 months. Once upon a time, they looked the same although different sizes.
The bottom one is obviously not healthy but has looked like it does now for about a month now. Once again, this morning, I was sure it had finally died as it was completely closed up and shrunken. As I was contemplating how to remove it from the DT, it decided to open up when I fed the tank. What you see is as 'open' as it gets with no tentacles.
It's like it refuses to die but I don't know what's going on with it.
What gives?

It's very bleached and in its location possible it's not receiving enough light. As you said, it may be on its way out.
