Adding dried live sand with a Diamond Goby

I have a bag of live sand that dried out due to a hole in the bag. I currently have a 20 gallon tank with a shallow sand bed. Most of it consisted of small rocks (kind of like river stone). I pulled the rocks out and want to add in more sand, for look and for my diamond goby to sift through. I know normal live sand isn't to be rinsed, dry sand is.
Do I need to rinse out "dead" live sand? I know any beneficial bacteria that was in it is likely dead, but my existing sand bed (0.5"-1" deep) can spread bacteria into it.
Should I limit how much sand I add at one time?

I’d rinse and add to an area that the govt doesn’t feed on. It will take a while for it to have life for the govt to make use of it.

How much you you recommend I add at a time and how long between adding more?
 
The best way to add sand and minimize cloudiness is to use a pipe with a funnel...I use 1 1/2 pipe.
