Advice for my second try! No more Algae!

I had a 55 reef for years, It was beautiful. I ran RO water off of a well & never had issues. When I move to the city it seems like NOTHING worked to rid my tank of green slime. The hair algae wasn't bad after changing to Lowes purified water, but the green slime would come back days after a water change, no chemicals would help. I got frustrated & lore the tank down. Recently couldn't refuse a deal on a 180 gal, soooo here I go again. I haven't set it up yet, adding power supplies & getting my dry rock aquascaped. Looking for advice on water to use with this guy & any hardware that would help avoid a replay.

Also, I already have a skimmer, as I've always used one. I also always used phosban... Lights were cheap online... other than that it's a mystery why I couldn't kill the slime, lights weren't on but 5hrs a day.. I followed all the protocol. Sand was dirty though. Just any advise to equipment along with water changes (water brand) that will help.
