I've found algae on sand occurs periodicely over the years a system is running. The only thing I do is manual removal until it disappears. I'll do small weekly water changes and siphon off the top layer, rinse any sand that's removed, soak the sand in H2O2 for a few hours to a day, rinse well again and let it sit for a day or so before returning to the system.
