Anyone have any idea what algae this is!

Dinos covering some hair algae maybe?

A microscope might help with proper identification. Can you blow it away with a turkey baster/pipette or is it attached to the rocks in a way that you cannot remove it without using a toothbrush or so?

Ya it blows off with a turkey baster.

I let my nitrates bottom out recently also.

Chrysophytes or dinos, the cells are not really in focus making it a bit difficult to tell.
If you cannot manage to get better images you can try to compare what you see with images from my microscopy thread or the dinoflagellate identification guide. My current guess is Chrysophytes, as spherical dinoflagellates like Coolia are darker and the more common genera like Prorocentrum, Ostreopsis, and Amphidinium are usually more oval or have different shapes.
