Any reason why my po4 would have a reading and nothing on my no3?

Mine has never been over .08 and for me there is no difference in my tank from .02 to .08.
Just tested and it was 2 ppb or .006.
Dosed 5 ml po4 yesterday and it only brought my tank from 1 to 2ppb.
Am back on feeding 4 times a day today.
No3 tested 1 today.
As long as I have some algae growth on the glass every few days im ok.
Have small amount of hair algae in DT but tangs and cleanup crew keep it in check.
Small amounts of hair algae in your tank is like an algae scrub er as long as its kept in check.

Just cut back carbon dosing until you see a rise in no3 then that would be your dose.
With an algae scrubber you should be able to get off carbon dosing.
I run/do neither but every system is different.
Again your corals are growing and healthy dont change anything.
If you do only change one thing at a time and do it slowly.

So my tank is higher then yours at 13 ppb are you saying I have to get it closer to the 1-2 ppb range ?

No that is just what mine is this week do to only feeding once a day from 4 times a day.
My range is .02-.06 but anything up to .1 which is 33ppb is fine on my system.
Dont get hung up on numbers. Give yourself a range and go by what your corals look like.
