It seems I don't have the knack for the teflon tape method - that started leaking pretty quickly.

I always use a bead of silicon. I stopped using teflon tape a long time ago.

Do you apply it to the threads themselves before screwing it in, or on the outside of the joint after it is screwed together?

I put a good bead here on the threads and then screw it in and wipe off any excess. Can't remember one ever leaking and if you need to do any mods it unscrews and you can clean the silicone off.
