apex advance coding for an outlet question

ok i had my first sump flood due to a stuck ato (4 yr streak broken)... i have a float switch in my sump that controls an alarm ( it was unplugged. lesson learned) anyway. when the power is activated via the float switch to the alarm it goes off and uses 5watts of power.... i would like to code the ato oulet to shut off when the alarm oulet spikes to a power usage of 5watts the alarm outlet is always on by the way. i know that the power usage when the alarm when on is 5 watts.

how can i code the ato outlest to turn off when the alarm power usgae outlet hits 5 watts? for example

ato outlet (advance settings)
if 2-alarm 5 watts then off
if 2-alarm 0 watts then on

is this possible? if not whats another option to get the same results of killing the ato power outlet when my alram trips due to high water levels in the sump.
