Best ph device?

I do not think one needs to buy special fluids for storing reefing pH probes in. Diluted tank water would be fine. I store mine of tank water that has no alk (left over from an alk titration).

The thing to avoid is storing in ro/di, since that will draw ions out of the glass bulb and the interior over time.

Tank water hmm. I have always used KCl, I use it to dip corals aslo.
City and di water are no good for the reason you mentioned.

KCl is certainly fine, and preferable if you have it already.

Is there a specific concentration of KCL to use to store a pH probe, or do you mix it like you were going to dip corals?

If you believe that we don't have to buy special storage fluid, and you mentioned that the KCL would be preferable to using diluted saltwater, would you then say that KCL is "the best" option for a home hobbyist to store a pH probe? I also keep KCL on hand for coral dips.

The internal fluid of most pH electrodes is 3-4 M KCl. That’s a good storage solution to prevent any loss of ions to the external fluid.

KCl is the best option, but I doubt most home pH measurement is up to the task of seeing the difference, even over extended storage times, compared to storing in diluted tank water or low alk seawater.
