Best sump chamber for UV input and output?

Ordered a new 57w Aqua UV sterilizer for my 250g system since my cheap jebao gave out within months lol…. What’s ideal flow rate for algae? Also what’s ideal flow rate for parasite eradication just in case? Lastly, is it okay to have input and output through the return chamber? If not, what is the best chamber to put input and output to ensure efficient water contact throughout entire volume? Thanks everyone!

Ideally you want the cleanest, clearest water possible. If you could run 100% of the water thru it that would be optimal.
