They look like Zoa eating nudi.

Look a lot like zoa eating spider. But I can't be sure can you pluck some off with tweezers.

I tried and they just ripped apart off the rock. They recede when I touch them but they don't move around.

I thought the same but can't find the specific kind. They are tiny and don't seem to have long tentacles like some hydroids I've seen on Google.
