big skimmer on small tank

i've been looking for a the skimmer the past few days and i found a great deal on a used eshopps psk-100h it says this skimmer is rated for 70 too 100 gallons would this be a problem if i put it on my 38 gallon ? what would be the negatives of having a big skimmer on a small tank?
 
No,over skim is good,there are honestly no negitives in my book to over skimmer unless you are a soft coral reef.
 
That skimmer will work fine on that size of tank. When you start getting large skimmers with very powerful pump's and huge neck diameters, if you put them on a small tank the bioload doesnt produce enough organics to keep the foam head stable.
