Blue slime on hammer

One of my buddies noticed a blue slime on the root of his branching hammer, any thoughts on this?

Slime sounds like cyano. Could be a sponge. Soft and easy to remove or rough?

Soft, came right off when he was moving it.

Sounds like it may be Cyanobacteria then.
Check nitrates and phosphates. When those are out of whack, it spreads like crazy.
