Blue Spot Toby vs Papua Toby

Thinking about adding a Toby to my zoa / softies dominated nano tank. Any major difference in behavior between the two species? aka is one more reef safe than the other? :) or is it more dependent on the specimen's personality
 
It's dependent on the specimen, but most are a risk with zoas.
 
How are they with smaller fish? (Blennies, small clownfish, gobies etc)
 
YMMV, but my bluespotted puffer doesn't bother anybody except a small valentini puffer when it gets to close to him. He just lunges at him but doesn't nip or chase him.

What size tank if you don't mind me asking?
 
I was thinking of adding one in my Red Sea Nano (21G) - is that enough space for a toby?
