I have a pair of black storm clownfish. What is the size of the female should be in order to breed?

Do you know how old the clownfish are? They usually start when they reach sexual maturity.
 
It’s not really about size, it’s age. The fish most stores sell are usually between 6-9mo old. Females can take 3 years to reach sexual maturity. Males can reach sexual maturity at 8-12mo. If you get close to the point of breeding, look up pickles guide to clownfish breeding. Good luck.
 
I've had my clowns for about 2 years and they haven't laid eggs yet. Just recently they started cleaning off a spot. Breeding requires a very stable and happy environment. When they finally do lay eggs a separate tank is needed to transfer the eggs to. Then, specialized food and care after that.
