dem be diatoms matey. If the tank is new let it slide and it'll work itself out. If it's established, check your silicates level. I like to stir my sand gently to keep this down. Just kinda part of the process. Good luck!

Could be cyanobacteria or diatoms. I have a Dimond goby in my tank that keeps the sand pretty clean.
-What are your nitrates and phosphates?
-How old is your tank?
-What size is your tank?

Just grow it: Have you ever added CO2 to your reef tank?
