Remove the frags out of the tank, and remove the bubble algae as best you can without bursting them. I'd use a small tupperware to stage them and then use a razor or tweezers to remove and some peroxide to touch up the area it was anchored to. If possible, I'd even change out the frag plugs depending on what type of coral they are.
