CADE S2 1200 return flow

Early February this year I started up a brand spankin new CADE S2 1200. After much research, I felt this tank covered most of what I was looking for, a nicely designed sump a completely flat back, double weir intake and the aluminum stand is just SOO nice. I modded it to fit the Clarisea SK5000 filter roller and everything seems to have been going OK. I have been struggling with this ugly phase and wasnt completely sure of the GPH going through the UV which was fed off the main return manifold of the CADE stock 25mm plumbing. I run an APEX, and decided to splurge on a 1/2" flow sensor for the UV line and a 1" for the return. Easy math subtract one from the other and I know the flow of the return and I can ensure the GPH is perfect for the UV. After I get this all installed, it turns out I have really bad flow from the return pump, a COR15. If I open the valve to the UV completely I get a max 168GPH and 234GPH return to my display. I know the general rule of thumb is 5x to 10x return to your display, but even after recalibrating the IQ COR15 and closing the UV completely Im still only able to push 330ishGPH into the display. I took out the COR15 and put in a Sicce Syncra SDC 7.0 and was able to get that to push 389GPH on 100% but it was noisy... After all the testing, I feel like the limiting factor here must be this 25mm stock CADE plumbing, I measured the internal diameter and its only 19mm. I have been in this hobby for a few decades, my last system was a DIY with 1" plumbing I put together myself. The tank was mostly softies and did quite well, I eventually want to have this tank full of SPS, once ive gotten through the ugly stage. I do have a couple Nero 5s and an Orbit 4 running in the display so it will have decent flow up top but for the return this is not good...
Im wondering if anyone who owns a CADE 1200 has experienced this issue, what they did to fix it and really how much flow is a bare minimum from the sump to be successful growing SPS.
Any advise is greatly appreciated :)
