Ok so I bought a LA Lakers cup coral about 6 years ago of course it didn't make it. At least that's what I thought. When this coral started growing on the dead plug about 3 years ago, could it have risen from the dead?

Zombie corals do exist. So, yes it can. There obviously was some viable tissue left. It's a turbinaria, LA Lakers is a turbinaria. If you have no other turbinaria in your tank it is a reasonable assumption.
 
Thanks its the only one in the tank. It's not cupping. should I move it flat on the sand bed?

No! Keep it mounted on the rock structure. Turbinaria are not sand dwellers.
