can I fill my tank with water the add salt?

So I've got that 55 just sitting there, and all the rock is dead rock, as is the sand, so why can't I just fill it with fresh water, turn my pumps on and then add salt?

Yes u can I did it just let it run for a few days until the salt dissolves

For starting off that's fine. When you get fish or corals premix it until the salt is fully dissolved. The salt crystals can irritate things if not dissolved
