Catalaphyllia Help

Hi, could anyone help to point me in the direction of what might be the issue with my catalaphyllia?

I've had it for about 3 weeks now. The first week or two it looked great, then it started to look more like this. Seems to have some kind of web/slime on it and doesn't really open up.

I've moved it to a lower light, lower flow area and it doesn't seem to have helped. I also gave it an iodine dip about 5 days ago. Parameters are all stable and good, the only thing that's changed is nitrates and phosphates have been creeping up to 21 and 0.3.

What is that coral beside the elegance? It sort of looks like like a pally that's reaching?

Can you please list your parameters? Can you tell us about the lighting and flow? What kind of light at what intensity? How old is the tank?

The sand and rocks are very clean, either it is a new tank, or the light is not strong enough to reach the sandbed. More details about your tank will really help us.
