Chaeto Really Not Growing. Red Slime directly under refugium light

My chaeto really does not grow. I have 15 ppm Nitrates, .06 phosphates. I have switched lights numerous times. Now using Neptune Apex grow light. Under light I have red algae on top and green underneath. Never see any growth or die off. Now seeing a bristle worm which I got rid of. Have used Chemi Clean in the pastfor cyno that I always seem to have a little of. Does chaeto just go bad even if it is green and not absorb. Should I get new algae for refugium?

What kind of flow do you have in your refugium? Do you have a picture of your chaeto?
