I know cemi pure has to be in high flow can it be in the outlit of my skimmer

Personally I wouldn't. To close to skimmer intake, may mess up bubble production. Just put the bag in front of the return area.

It is supposed to be in an area of high flow where you are most likely to get water to go through it, not around it. If you have a HOB filter, you can stick it in there. I used to put mine right in front of my return, it worked well there too.
