Does anyone know what this mucus type strand of bubbles coming off the starfish is?

No idea. Looks like it may be covering the underside of his body as well. Can you give us some specifics? Tank age and size, water parameters, how long you've had the starfish, etc...?

Trapped air bubbles maybe
 
hi do you have microbubbles in tank or on glass?
 
Chocolate chip stars are very rough skinned and I am presuming there are micro bubbles or return line releasing fine bubbles adhering to its' skin.
CC stars are not reef compatible because they will eat coral and sponges. While relatively hardy, the chocolate chip starfish requires particular attention to water quality. Like many inverts, it will not tolerate high nitrate levels or rapid chemistry changes, andnever expose it to air either, and always keep it covered within water.

Salinity: 1.023
PH 8.0
Nitrates and Nitrites 0
Tank is relatively new..about 4 months
No coral, just live rock
He has been eating krill and still very active
