My clown keep dusting up the tank. Did it twice today, once burying my Sea Bae Anemone and the other time from the back of the tank. Is this normal behavior?

Normal behavior. Not a whole lot you can do except run filter socks to catch the small particulates they kick up. Or go bare bottom ;)

As a side note a Clarki will get pretty large. That might lead to worse behavior.
