Clown fish on it's side

Hello,

my tank had a rough cycle a about a week ago but I completed it. So now today I see my clown doing this.. He will pop up and swim for a sec then back to this... Is this a air bladder issue?
The tanks is about 2 weeks old and parameters are changing here and there not super swings

No white spots, he is breathing rapidly. I have another clown and he's doing fine

Water parameters are
Salinity: .025
PH:8.3
Nitrite :0.1 ( being closely monitored and frequent water changes along with bacteria dosing)
Nitrate :0
Amonia: 0
Alk:5.5

I'm having trouble with my alk for some reason also

Are you sure about that salinity? Do you mean 1.025?

If ammonia is zero, you should have nitrates unless you did an enormous water change.

What tests are you using?

I assume both clowns are in the same tank — do you have a hospital tank you could put the sick one into?
