Clown with issue again. Help ID.

I really did not want to write again. UGH. But thanks to all who help.

Stats:
Evo 13.5 gallon, 5 months with fish (after cycle)
SG 1.025
PO4 0.21 (struggling to get this down)
NO 3 2 (struggling to keep this up)
PH 8.2 (very steady)
ALK 7.8 (struggling to raise... new reef crystals testing at 7 after mixing)

Background:
Black clown got velvet or ich... looked like velvet 2/3. She and other clown in hospital tank for 30 days with copper power at 2.5 ppm then paraziprol as a prophylactic as some white poop.
DT 6 weeks fallow at 81 degrees and fish back in 3/25.
6 weeks ago, a frogspawn and favia introduced
4 days ago a frogspawn and two mushrooms introduced
All corals dipped in coral dip and peroxide
Last water change had to boost new water with baking soda to get alk up
Over last two weeks very limited use of Phosphate E... never more than 0.2 mil. 0.15ml yesterday and phosphate still increased.
Nitrate dropped again so second ever 2ml dose of Neonitro yesterday morning (tried increasing feeding and wasn't working)

Yesterday notice "stuff" on base of tail on black clown. It may be too subtle but she seems to be acting different, a little more skittish but I'm also following her with a camera. I also might be nervously making it up. Eating great.

Please help diagnose and tell me what you would do next. Thank you so much for your time... very new at this.

Same as last time- need pics under bright white light to clearly see especially with a dark colored fish
May me slime or a fin ray issue

Dark clowns show skin mucus VERY well. Other fish may have this issue, but you'll likely not notice it on a lighter colored fish. This can be a sign of aggression.

What other fish are in with it?

There are two clowns and a tail spot blenny. The clowns seem neutral except for a bit of shimmying. They travel together and sleep close to each other. The blenny can get fiesty at meals here and there with both clowns but for the most part seems calm in there.

Should I treat anything? Or just watch.

It sure looks like minor scale damage to me. The trouble is, the cause hasn't been identified, so it could continue. I don 't see any sign of infection, so unless you see additional symptoms, I wouldn't do anything except try to figure out how the damage happened. Watch the fish for: new spots showing up, rapid breathing, swimming changes and not eating, those are all signs of increasing issues.

13.5G too small for clowns.

Thank you all. It is getting better on its own. I'm very reactive after the last disease. I apologize but now I know what this looks like. I think it is the tailspot blenny. Will keep and eye on everything now that I know I have a problem brewing.

Cell, appreciate your comment and concern. So many have this tank with two clowns and others and so goes the advice or recommendations. But I hear you and I do get that this tank probably is best as a invert tank. My plan is if I still like this in the fall to look for something like a 40 gal. Right now the clowns are 1.5 inches but I get it.
