Clownfish fighting or establishing dominance?

I have two clowns in an evo 13 gallon. One is always beating up the other. While there is no physical damage (no torn fins, body marks, etc) the guy getting beat up on is often in the top corner of the tank while the aggressor continues to come at him. Are they fighting or is the agressor establishing dominance and eventually this will stop?
