Clownfish lethargic

I have a clownfish that all of a sudden has started staying close to the bottom of the tank and stops swimming when it can. It also is bullied by my other clowns but that has never seemed to bother it.

Tank params:
SG 1.024 - 1.025
Phos 0.05ppm
Nitrates 0.5 - 1 ppm

Undetectable ammonia and nitrites.

It does not sound good for the clown. How long have you had the clowns and what type are they? Can you separate the clown from the rest? You can get a breeder net and put the clown in there for the time being.
