Clownfish snuggling?

So I have 2 new clownfish alone in quarantine tank. They’re doing great and eating well, but I observed odd behavior today. Each one buried their face in the others pectoral fin like they were snuggling and just remained that way for about 45 seconds not moving much. Then separated and acted normal. Are they fighting or bonding?
