Clownfish swimming at top o

We bought 2 clownfish 6 months ago, yesterday one of them has started swimming constantly at the top of the tank, also not sure if the top fin has gone or we cannot see it anymore. Anty advice is welcome.

The water surface is completely flat, no oxygen in the water. Get a powerhead and aim it upwards to create agitation on the surface to help oxygenate the water. The water surface should not be flat, thats bad. You can add an airstone also to help put oxygen in the water.
