Clownfish

I have two clownfish in a newer 16G biocube tank. I have noticed that the large clownfish stays behind the rocks towards the back of the tank, kind of low. It is very shy. When I walk up to the tank, it hides. When I feed it, it doesn't come out much. No labored breathing, water parameters are good (nh3- 0, no2-0, no3- 10), water temps is about 77. The smaller fish is very personable and is always out and about and rushes to the glass when I come up. Is this normal for a pair?
I don't have any coral yet. All I have is some rock, sand, and 3 hermits.
The fish have been in for about a month now post cycle. Cycle took about 3 weeks.
Currently I don't have a light in the tank. I sent it out for repairs. its been out for about 2 weeks(annoying).

Sounds about right.
Clowns just do their own thing. The small clown is likely the submissive male. The larger clown, the dominant female might just be hanging around her spawning area, her territory, much like being hosted by an Anemone.
These behaviors can change as the clowns mature further.

Send a video of your Clowns for evaluation.
I took this video today when I got home for lunch. I noticed the larger fish was out and about but was kinda being aggressive towards the smaller fish. I noticed it chase it a couple of times so I tried to get a video. The smaller fish was kinda being pushed back to the top corner you will see it hanging out it.
