Interesting, I've never seen those before, glass is a pretty decent insulator so I'm not sure how effective it would be... following along to see what others say:)

i know on the insulating..... but figuared if i put 2 on each side of the sump and atach them to the glass once the pane gets cold it should help...

Those basically use electricity to "pull" heat from one side to the other, so if you stick the cold side of one to the glass and try to pull heat out of the sump, then even if the glass let enough heat out, you'd still need something on the other side (the side away from the sump) to dissipate that heat, like fans or heat sinks or a glycol loop or something. The insulating properties of the glass are definitely going to make it hard to pull heat out, and you can't put the Peltier in the sump water directly because of corrosion.

Here's a link to a DIY chiller one person made, using a Peltier like in your picture plus a bunch of other hardware, but the water is cooled by pumping it out of the tank and through an aluminum plate where the heat gets exchanged:

You'd have to use something other than aluminum for the water cooler head, but it's basically possible. I'm just not sure it's worth the effort or expense - besides the hardware cost he's basically using about 70 watts of power to get an overall drop of about 9 degrees F in his little 20 liter (5.3 gal) tank.

yea i was going to put heatsinks on them do dissapte the heat...
and i'd be useing 4

The heat needs to go somewhere. It says use with heat sink like you are thinking of doing. A heat sink will pull the heat off the device. You could do the same thing by pointing a fan at the water in your sump. It will cause some extra evaporation. Thats how a fan works.
